Six questions. The engine tests your project against every wage floor, headcount minimum, investment threshold and sales test in Oklahoma statute — then returns what you qualify for, where you should go, what it is worth, and the order to do it in.

Before you rely on any figure Rules and rates are sourced; the money is modelled

The programme rules, statutes, county wage thresholds and tax rates in this atlas are real and sourced from state publications. The financial figures are indicative modelling at statutory maximum rates — the actual rate is set by a net-benefit determination from the administering agency and is frequently lower. Not legal or tax advice.

Fifty states and the District, on one set of numbers

Every jurisdiction from the same sources — Tax Foundation rates, EIA industrial power, CFIUS installations, BIA tribal entities, right-to-work and foreign-land law. Shade by the measure that decides your project, then select a state to open its atlas.

Everything it takes to stand up a business in Oklahoma.

Four ways in, every incentive with the statute behind it, and — the part that costs people money — the rules about which programmes cancel each other out.

Start with the question you actually have
The three things most likely to cost you money
  1. The ad valorem exemption must be re-applied for every year by 15 March. It does not roll forward. Five years of exemption means five applications.
  2. Quality Jobs and the Investment/New Jobs Credit are alternatives, not a pair — unless capital investment exceeds $40 million, which triggers a separate combined programme. BEIP and OIEP bar both outright.
  3. Every deed recorded in Oklahoma now needs an Affidavit of Land Ownership — not only those involving foreign parties.
The lever most often missed
2%

Enterprise Zone designation doubles the Investment/New Jobs Tax Credit — to 2% of qualifying depreciable investment, or $1,000 per employee, for five years.

For a capital-heavy plant with modest headcount that can outweigh a payroll rebate outright — provided there is Oklahoma income tax liability to absorb a credit.

The sequence, the agency, the fee and the trap at each step. Pick the pathway that matches your situation — the differences between them are real and expensive.

Model a project

Enter the project once. The engine tests it against every wage, headcount, investment and sales threshold in the statute, then enumerates the lawful combinations and ranks them by net present value — because most of these programs cannot be held together.

What this is and is not Indicative modelling for comparing alternatives. Quality Jobs figures are modelled at the statutory maximum net benefit rate; the actual rate comes from a Department of Commerce cost/benefit analysis and is frequently lower. Ad valorem savings are modelled flat on initial investment and therefore overstate later years. Tax credits are worth nothing without Oklahoma income tax liability to absorb them. Use this to rank options, then get a Commerce determination.

Can you staff it, and what does labour cost?

Every employer covered by unemployment insurance, counted rather than surveyed — how many establishments operate here, how many people they employ, and what those people are paid. This is the factor state recruitment packs lead with, ahead of incentives.

Site selection

CFIUS real-estate screen

Five Oklahoma military installations appear in the list at Appendix A to 31 CFR Part 802. The distinction that matters is which part they sit in. Part 1 installations attach only a one-mile close-proximity radius. Part 2 installations attach that plus an extended range running a further 99 miles — which pulls most of central Oklahoma into CFIUS jurisdiction for foreign-person real estate transactions.

Why Oklahoma, not Texas

The rest of this atlas answers where in Oklahoma. This answers whether Oklahoma at all — against the four states a project of this kind is realistically also considering.

The incentive catalogue

State, federal, local and tribal programs available to businesses locating or expanding in Oklahoma. Select any card for the statute, the eligibility tests, the deadlines and the exclusions.

Can these be combined?

Oklahoma's headline programs are frequently mutually exclusive, and the exclusions are statutory rather than discretionary. Tick everything you are considering; conflicts surface immediately.

The short version One Quality Jobs program per project. Quality Jobs and the Investment/New Jobs Tax Credit are alternatives, not a pair — unless capital investment exceeds $40 million, in which case you use the combined Quality Jobs + Investment Tax Credits program instead. BEIP and OIEP each bar Quality Jobs and the Investment Tax Credit outright while you are in them.

The 38 tribal nations headquartered in Oklahoma

Oklahoma has the third-largest number of federally recognised tribes of any state, behind only Alaska and California. Each is a separate sovereign with its own laws, courts, taxing authority, procurement rules and employment-rights ordinance.

Counting note You will see both 38 and 39 quoted. 38 is the number of federally recognised tribes headquartered in Oklahoma. Sources reaching 39 generally add the Euchee (Yuchi), which is associated with the Muscogee Nation and is not separately federally recognised. This atlas lists the 38.
