Four ways in, every incentive with the statute behind it, and — the part that costs people money — the rules about which programmes cancel each other out.
- The ad valorem exemption must be re-applied for every year by 15 March. It does not roll forward. Five years of exemption means five applications.
- Quality Jobs and the Investment/New Jobs Credit are alternatives, not a pair — unless capital investment exceeds $40 million, which triggers a separate combined programme. BEIP and OIEP bar both outright.
- Every deed recorded in Oklahoma now needs an Affidavit of Land Ownership — not only those involving foreign parties.
Enterprise Zone designation doubles the Investment/New Jobs Tax Credit — to 2% of qualifying depreciable investment, or $1,000 per employee, for five years.
For a capital-heavy plant with modest headcount that can outweigh a payroll rebate outright — provided there is Oklahoma income tax liability to absorb a credit.

Can you staff it, and what does labour cost?
Every employer covered by unemployment insurance, counted rather than surveyed — how many establishments operate here, how many people they employ, and what those people are paid. This is the factor state recruitment packs lead with, ahead of incentives.

Site selection
The Levenhall recommended structure for foreign advanced-manufacturing, industrial-equipment and dual-use companies — and the seven Oklahoma locations that should be in the competitive process.
Five Oklahoma military installations appear in the list at Appendix A to 31 CFR Part 802. The distinction that matters is which part they sit in. Part 1 installations attach only a one-mile close-proximity radius. Part 2 installations attach that plus an extended range running a further 99 miles — which pulls most of central Oklahoma into CFIUS jurisdiction for foreign-person real estate transactions.

Oklahoma has the third-largest number of federally recognised tribes of any state, behind only Alaska and California. Each is a separate sovereign with its own laws, courts, taxing authority, procurement rules and employment-rights ordinance.
